How do you identify user location and coordinates? Are these the exact user's coordinates?

We infer user location based on the user's network IP address using a 3rd party. The coordinates typically point to the centre of the of user location area, hence it's not the exact user location. The smallest identifiable area is a district / borough. Due to 3rd party limitations  sometimes the accuracy  allows to identify location on the city or country level only.
